Real Immigration Reform, adopted by the Texas Republican Party

The Texas Solution- Because of decades-long failure of the federal government to secure our borders and address the immigration issue, there are now upwards of 11 million undocumented individuals in the United States today, each of whom entered and remain here under different circumstances. Mass deportation of these individuals would neither be equitable nor practical; while blanket amnesty, as occurred with the Simpson-Mazzoli Act of 1986, would only encourage future violations of the law. We seek common ground to develop and advance a conservative, market-based approach to our nation’s immigration issues by following these principles:

 

Secure Our Borders- The U.S. Border must be secured immediately! We demand the application of effective, practical and reasonable measures to secure our borders and to bring safety and security for all Americans along the border and throughout the nation.

 

Modernize the United States Social Security Card- We support the improvement of our 1936 Social Security card to use contemporary anti-counterfeit technology.

 

Birthright Citizenship- We call on the Federal Government to clarify under Section 1 of the 14th Amendment, the citizenship status of those who were born on U.S. soil to non U.S. citizens.

 

Create an Effective and Efficient Temporary Worker Program- A national Temporary Worker Program should be implemented to bring skilled and unskilled workers into the United States for temporary periods of time when no U.S. workers are currently available. Additional program requirements should require:

 

  • This program would be self funded through participation fees and fines;
  • Applicants must pass a full criminal background check;
  • Applicants with prior immigration violations would only qualify for the program if they paid the appropriate fines;
  • Applicants and/or Employers must prove that they can afford and/or secure private health insurance;
  • Applicants must waive any and all rights to apply for financial assistance from any public entitlement programs;
  • Applicant must show a proficiency in the English language and complete an American civic class;
  • Temporary Workers would only be able to work for employers that deduct and match payroll taxes;
  • All participants would be issued an individual Temporary-Worker Biometric Identification Card that tracks all address changes and both civil and criminal court appearances as a defendant.

Winner of the The Republican Hispanic Citizens In Action Straw Poll!, Tuesday May 1.

 

I’ve spent the last 12 days at the Harris County North Channel Library meeting those who came out to vote and encouraging them to vote for me in my race for the Republican nomination for Texas House District 143, and I have come away, once again, with a renewed awe at the diversity of our people and the incredible blessings of liberty that we so take for granted! The heated races at North Channel were for District 3 Constable and Justice of the Peace. Both Constable Ken Jones and Judge Mike Parrot seem genuinely worried about their chance for re-election, and each had several supporters there the entire time urging voters to remember them, while several of their opponents--both Republican and Democrat--were doing the same!

Frankly, I don’t think they have much to worry about, but it brought home just how fierce this political competition is, and how blessed we are to take part in it. Some of the candidates are spending thousands of dollars, and many men and women spent over 12 hours on their feet out in the heat, asking every potential voter to choose their candidate over another. We all want to win very badly, and are fighting hard to do that! But when the votes are counted and the winners revealed, the others will shake their hand, congratulate them and walk away. There were no acts of sabotage in the parking lot last week; there will be no shootings or bombings or chicanery. I want to WIN very much, and I hope everyone who reads this has voted for me or will vote for me on Tuesday. But if the other guy somehow gets more votes than me, I will congratulate him, wish him well, and move on to the November contest. That is very rare in this world, and we are very blessed to be able to take it for granted.

Background





 

Doug is a life-long resident of the district, born in Jacinto City,
growing up in Denver Harbor and Songwood, and graduating from Furr High School.
He graduated from Baylor University, where he met his wife, Karen. They have one son, Travis. Doug spent almost 30 years as Senior Library Services Specialist in the Texas Room of the H0uston Public Library, and is the author of Rails Around Houston, and numerous
articles on Texas and railroading history. 
Now retired, he is an active member of SterlingWood Church and is
Historian of the Gulf Coast Chapter of the National Railway Historian Association.

Issues

 

EDUCATION: Throwing more money at education will do no
good until students—and their parents—assume the responsibility for their
learning. Give parents more choice in the school their child attends. Reduce
emphasis on standardized tests and “teaching to the test.” Return to more
traditional curriculum and restore the authority of teachers in their
classrooms.



 

TAXES: Keep taxes low, but also strengthen dedicated funds to keep dollars dedicated to specific purposes, such as education, transportation and parks, from being diverted to the general fund.

 

IMMIGRATION AND JOBS: All employers would be required to use E-Verify; this would enable employers to verify that a job applicant was a legal resident, while protecting all applicants from discrimination.

 

PUBLIC PENSIONS: Uphold our commitment to Texas’ public servants and teachers by protecting the strength and viability of public pensions and the Teacher Retirement System.

 

SELF-RESPONSIBILTY: Recipients of any kind of state aid would be required to pass a drug test. Any parent behind in child support would be unable to get or renew any state license or permit. A single parent applying for benefits for their child would be required to name the other parent.
